Three layers of authority

The signed corporate constitution governs the Foundation. VirtEngine network decisions govern protocol parameters. DSEMA proposes a safety and amendment process for agents. These authorities have different constituencies and enforcement mechanisms; one should not be described as automatically controlling the others.

Public purpose requires evidence

The Foundation’s purposes include education, public welfare, rights, and security. Whether a technical mechanism delivers those benefits requires measurable outcomes: who can access it, who can challenge a decision, how value is distributed, and whether people retain meaningful choice.

Capture can happen through people and interfaces

Asset locks and recorded decisions are useful constraints, but do not eliminate compromised keys, coercion, concentrated voting power, inaccessible appeals, or a captured client interface. Governance research must test these routes rather than treating a constitutional label as an anti-capture proof.
