Transparency
A public-benefit foundation should be legible from the outside. These are the commitments the constitution imposes and the artefacts that exist today — nothing more claimed, nothing less.
01Commitments
The VirtEngine protocol implementation is Apache-2.0 on GitHub — the entire chain, marketplace, identity, and provider stack. The constitution empowers the foundation to publish and open-source its technology cl 6.2.5 cl 37.1, and requires licensing models that support auditability, interoperability, and public trust cl 37.2.
Public research, open technical education, open specifications, standards, and safety materials are the foundation's first charitable purpose cl 6.1.1. The living expression is docs.virtengine.com and the in-repo operational documentation.
Patent rights are stewarded to prevent private capture of core public-benefit protocols — not to extract rents. Holding, licensing, and enforcing IP is permitted only to advance the purposes cl 7.2, and the patents are Protected Provision assets sch 1.
The directors must adopt and maintain a Code of Conduct giving practical effect to the purposes, public-interest duties, privacy and safety commitments, and anti-private-capture principles cl 10.1. It binds directors, staff, contractors, volunteers, members, and anyone with privileged system access cl 10.2.
Privileged access to systems, confidential information, digital assets, or Transferred Assets can be conditioned on signed confidentiality, conflict-of-interest, and access undertakings cl 10.3. Conflicts must be disclosed, registered, and excluded from the vote cl 30.1 cl 30.3.
The foundation must keep minutes, financial records, and registers of assets, IP, keys, custody arrangements, conflicts, and related-party transactions, retained for at least seven years cl 53, and must hold an AGM or send members an annual activity and finance report cl 43.1.
02Documents
An honest inventory. The foundation is young; annual reports and audited financials will appear here if and when they exist. We do not publish placeholders.

The constitution states the foundation may apply for ACNC charity registration cl 2.2; no registration is claimed here. No annual reports or audited financial statements are published yet.
03Funding
The foundation is not government-operated or government-endorsed. Where public money has supported the work, we say so.
The foundation's predecessor company, DET-IO Pty Ltd, received a Jobs for NSW Minimum Viable Product grant (up to $27,000) — a NSW Government business grant disclosed in the Jobs for NSW Annual Report 2019–20 tabled in NSW Parliament. A further NSW Government business-grant application is in progress at the time of writing; this page will record the outcome either way.
These are competitive business grants and nothing more: they do not make any foundation program a government service, and no government operates, controls, or endorses VirtEngine, DSEMA, Bosun, or identity.org.au.
Separately, the foundation is currently in the process of applying for accreditation under the Digital ID Act 2024 Accreditation Scheme, administered by the Digital ID Regulator (the ACCC), for the Identity program. Accreditation has not been granted and none is claimed; the Digital ID Accreditation Trustmark will only be displayed if and when accreditation is granted. Progress will be recorded here.
04Verify
The most meaningful transparency artefact is a working, inspectable codebase and a public patent record.
